IPN Tenant Caught in 9/11 Fraud
A Bronx man who illegally sublet his Independence Plaza North apartment at 310 Greenwich St. has been indicted on fraud charges for applying for funds made available to Downtown residents after Sept. 11.

Jobim Rose, 34, was arrested in April 2003 and pleaded guilty last month to a four-count indictment charging mail fraud, theft of government funds and making false statements in connection with multiple unrelated frauds.

The United States Attorney's Office was tipped off to the fraud by an anonymous call to the Residential Grant Fraud Prevention Hotline.

According to the complaint filed in September 2002, Rose submitted an application to the Lower Manhattan Development Corporation for a September 11, 2001 Residential Grant and a Two-Year-Commitment-Based federal grant. Both grants were funded by the U.S. Department of Housing and Urban Development to assist Downtown residents following Sept. 11. The LMDC approved the application, which made Rose eligible to receive a one-time grant of $1,000 and $179.85 per month for a two-year period. Rose had received $4,417 before investigators uncovered the ruse.

Investigators also found that Rose had made false claims to FEMA and to his insurance carrier.

Rose faces a maximum of 20 years in prison and a $250,000 fine for each count. Sentencing is set for
Aug. 20.

Rose's conviction is the fifth made by the United States Attorney's Office in connection with fraudulent
Sept. 11 grant applications.
